Our Board
Baptcare’s Board Members are a dedicated group of individuals who voluntarily attend to the governance of our organisation. Meeting monthly, the Board meet together to make decisions that are critical to the ongoing success of Baptcare.

Peter Francis OAM (Chairman)
Qualifications: Mr Francis has numerous qualifications including a Bachelor of Law (Honours) (Melbourne University), Masters of Law (Melbourne University), Bachelor of Arts (Melbourne University) and a Graduate Diploma of Intellectual Property (Melbourne University). He is also a Member of the Law Institute of Victoria.
Experience: Mr Francis is a partner in Melbourne law firm, Maddocks. He has been a practising lawyer for 30 years. For more than 20 years, he was a member of the Board of Melbourne City Mission and Chairman of that Board for 13 years until 2001. Between 1990 and 2000 Mr Francis was the Chairman of Singleton Equity Housing Ltd and between 1995 and 2000 he was the Chairman of Supported Housing Development Foundation.
Other: Mr Francis has been a board member of Whitelion Inc since 2002 and was awarded an OAM in 2004 for services to the charitable sector, especially his role within Melbourne City Mission. He is a member of St Columbs Anglican Church in Hawthorn and has been a Baptcare board member and Chairperson since August 2003.

Charlie Speirs (Deputy Chairman)
Qualifications: Mr Speirs has numerous qualifications, including a Diploma of Civil Engineering (Swinburne), Post Graduate Diploma of Labour Relations (Monash) and Masters of Business Administration (Monash). He is also a member of the Australian Institute of Management and the Australian Institute of Mining and Metallurgy.
Experience: Mr Speirs has five years surveying at SECV, five years as Engineering Assistant at Vic Roads, and five years Civil Engineering at SECV. Mr Speirs has spent 23 years in Operations and General Management at Loy Yang Power Ltd, one of the largest mining operations in the Southern hemisphere. Under Mr Speirs’ management, Loy Yang Power Ltd has currently been nominated for an Engineering Excellence award.
Other: Mr Speirs is a member of the Board Executive, the Corporate Services Advisory Committee and is also a Rotarian involved at a club level in club management as Secretary and currently Treasurer. He is a member of Traralgon and District Baptist Church.
His greatest achievement is completing all his tertiary study covering the Technical, Human Resource and Management fields by studying part-time and being appointed to his last three positions without having to apply. Mr Speirs has been a Baptcare board member in the role of Deputy Chairperson since June 1995. He was the Acting Chairperson from April to August 2003.

Robert Arnold (Treasurer)
Qualifications: Mr Arnold is a Fellow of Certified Practising Accountants in Australia and holds an Associate of Theology (Australian College of Theology).
Experience: Mr Arnold spent 18 years as Group Taxation Manager and Manager at New Ventures and two years as Corporate Treasurer for National Mutual Life Association of Australasia Ltd. He has 10 years experience as Chairman of the Life Insurance Federation of Australia Taxation Committee. He was Chief Accountant for King Ranch Australia Pty Ltd and an accountant in public practice.
Other: Mr Arnold is a member of the Corporate Services Advisory Committee. He was the founding director of Waverly Schools Christian Worker Inc and the Fairer Land Tax Association Inc where he is also their current Director. He is also Director of Strathcona Baptist Girls Grammar School.
He is a member of Executive Council of the Baptist Union of Victoria and also past President of the Baptist Union of Victoria. He is a Lay pastor of Victorian Baptist Churches and currently undertaking an interim pastorate as well as a ministry to the business community at Camberwell Junction. Mr Arnold has been a Baptcare board member since April 2002.

Ian Warner
Qualifications: Mr Warner’s qualifications include a Bachelor of Arts, Bachelor Education Studies, Masters of Education, Post Graduate Diploma of Criminology, Diploma of Youth Leadership, Diploma of Religious Education (Melbourne College of Divinity) and Licentiate of Theology (Melbourne College of Divinity).
Experience: He is a member of Tear Australia and its National Allocation Committee and its Program Review Committee. He was Gazetted as a Welfare Officer with the Australian administration of Papua New Guinea for three years. He also served in this Administration between 1970 and 1976. He currently serves as Administrator of the Canterbury Baptist Church.
Other: Mr Warner was Secretary at Glenroy Oak Park Baptist Church between 1991-2003. He has been a Baptcare board member since October 1995.

Ross Kemp
Qualifications: Mr Kemp’s qualifications include a Bachelor of Commerce and Masters of Business Administration. He is a Fellow of the Institute of Chartered Accountants in Australia, a Fellow of Chartered Secretaries in Australia and a certified finance and treasury professional.
Experience: Mr Kemp is the Company Secretary/Financial Controller for Danks Holdings Limited, a listed public company with national revenue of approximately $550 million. It is the wholesale company behind the marketing groups “Home Hardware”, “Thrifty-Link Hardware” and “Plants Plus” Garden Nurseries.
Other: Mr Kemp is a member of the Corporate Services Advisory Committee. He also held a position of directorship on the board at Templestowe Orchards retirement village 1986-1994. He was the Director of the Templestowe Baptist Church Community Centre Limited between 1988 and 1993 and a Member of the Board of Management between 1986 and 1994. Mr Kemp is also a member of the Ashburton Baptist Church and has been a Baptcare board member since June 2003.
Philip Curtis
Qualifications: Mr Curtis has a Bachelor of Laws (Monash University), Bachelor of Economics (Monash University) and is a Member of the Law Institute of Victoria, a Law Institute of Victoria accredited specialist in Commercial litigation and a Law Institute of Victoria approved mediator. He is a partner in Moores Legal, and has practised law for 22 years.
Experience: During 2000-2003 he was the Chairman of Whitehorse Business Group and has held other roles as Chairman of CHBC Links Inc., and Member of School Council of Ringwood Heights Primary School.
Other: Mr Curtis has served on the Baptcare board since May 2005.

Phillip McCallum
Qualifications: Mr McCallum holds a Diploma of General Insurance from the Australian Institute of Insurance. For the past two years, he has been the Secretary of the Baptist Union of Victoria.
Experience: Mr McCallum is a member of several board and councils, including Executive Council of the Baptist Union of Victoria, Village Baxter and Whitley College and is active in the Union’s agencies. He has worked for almost 20 years in the IT industry, including more than 12 years in project management roles.
Other: Mr McCallum has been a member of Beaumaris Baptist Church for 12 years, including eight years as Secretary and four years as an elder. He has been a member of Baptcare’s board since October 2005.
Philip Trebilcock
Qualifications: Mr Trebilcock’s qualifications include a Bachelor of Science, Graduate Diploma in Management Systems, Graduate Diploma in Education, Bachelor of Ministries and Master of Business (Management).
Experience: After completing his initial university degree, Mr Trebilcock worked as a mainframe programmer for RioTinto. After studies in Education he became head of computing at Korowa Girls’ School before returning to the country to work alongside his father-in-law in insurance and investments. He then completed a degree in theology and undertook some more teaching before being seconded by Global InterAction to lecture in Indonesia from 1996-2000. From 2001-2002 he was an Australian based consultant for Global InterAction before taking up his current position as Head of the secondary school at Victory Christian College, Bendigo.
Other: Mr Trebilcock serves on the church council of Bendigo Baptist Church. He is Vice-President of the Baptist Union of Victoria and a member of the BUV Executive Council. Mr Trebilcock has been a Board Member of Baptcare since November, 2006.
Kerry Bradley
Qualifications: Mrs Bradley has numerous qualifications including a Masters of Business Administration (Victoria University), Bachelor of Health Administration (Queensland University of Technology), Registered Nurse Division 1 (Nurses Board of Victoria), Certificate in Critical Care, Certificate IV in Workplace Training and Assessment. She is also a member of the Australian Institute of Company Directors, Institute of Public Administration, Royal college of Nursing, Australian association for Quality in healthcare, International Society for Quality in healthcare and the Quality Society of Australasia.
Experience: Mrs Bradley has extensive general nursing, aged care and quality management experience and is currently manager of Policy, research and practice Standards at the nurses Board of Victoria. Mrs Bradley has previously held several Director positions including the Victorian Cytology Service and Mercy Hospitals Inc.
Other: Mrs Bradley was appointed by the Minister for Health as Council Member to the Victorian Quality Council since 2001 and chair the pressure wound working party overseeing the coordination of the State Wide Point Prevalence Study in 2003/2004.

Chris McKenna
Qualifications: Mr. McKenna's formal qualifications include a Bachelor of Economics from Monash University and a Graduate Diploma in Management from Royal Melbourne Institute of Technology.
Experience: Mr. McKenna is currently a management consultant having previously worked held the position of managing director for Black & Decker (Australia and New Zealand) for 8 years. His earlier career included senior management responsibilities in both the private and public sectors, with a focus on marketing. He has worked overseas in Singapore and the USA.
Other: Mr. McKenna commenced as a board member in January 2008.
